The GENIUS Act, the US federal framework for payment stablecoins, is expected to take effect on 18 January 2027. The framework directly concerns dollar-pegged stablecoins such as USDT and USDC, which together represent the large majority of the stablecoin market.

What is happening

The GENIUS Act establishes a federal regulatory framework for payment stablecoins in the United States. According to the available information, its expected effective date is 18 January 2027, and throughout 2026 US regulators have been working on the rules needed to implement it. In August 2026, the US Treasury issued a proposed rule covering the issuance, offering and sale of payment stablecoins.

Anti-money laundering requirements form a key part of the framework. US regulators have proposed customer identification requirements for permitted payment stablecoin issuers, moving these businesses closer to the compliance standards applied to traditional financial institutions. This regulatory effort is unfolding alongside strong growth in the stablecoin market: the New York Federal Reserve reported in July 2026 that the market capitalization of US dollar stablecoins had grown by around $71 billion, or 30%, reaching approximately $308 billion, while the BIS estimated total stablecoin market capitalization at around $320 billion at the end of May 2026.

Other jurisdictions are developing parallel frameworks. In the UK, the Bank of England published its approach to systemic stablecoins in June 2026, and the Financial Conduct Authority is tasked with regulating UK-issued qualifying stablecoins. These developments collectively point to stablecoins moving from a loosely regulated niche toward a more clearly supervised segment of financial markets.

For holders and issuers of USDT and USDC, the GENIUS Act's implementation represents a major regulatory milestone that could shape how payment stablecoins are issued, backed and offered in the United States going forward. Clearer federal rules, including identification and anti-money laundering requirements, may affect how issuers operate and how traditional financial institutions engage with stablecoins.

For traders and the broader market, the framework's implementation is a signal of increasing institutional and regulatory scrutiny of stablecoins, which the BIS has noted still carry structural weaknesses, including heavy concentration in US dollar-denominated assets.
