From Nov. 6, 2026, Brazilian Central Bank-regulated institutions will generally be barred from facilitating virtual-asset operations with service providers that are not authorized to operate in Brazil. The measure, introduced under Resolution 589, applies to crypto activity broadly rather than to a specific coin or token.

What is happening

Resolution 589 sets a compliance deadline that tightens market access for virtual-asset businesses operating in or with Brazil. Starting on the specified date, institutions regulated by the Central Bank of Brazil will generally be prohibited from facilitating virtual-asset market operations with service providers lacking Brazilian authorization, subject to exceptions contained in the rule itself.

This rule arrives as part of a broader sequence of regulatory changes under the current administration. It follows Resolution BCB 520, which established operating requirements for virtual-asset service providers covering governance, customer protection and anti-money laundering procedures, and Resolution 588, which introduced reporting obligations for self-custody wallet transfers above a certain threshold. Companies seeking to offer covered crypto services must already go through a Central Bank authorization process under Resolution 519.
